Congress Built the Backdoor That Got Hacked Then Banned Your Router

In 1994 Congress passed CALEA the Communications Assistance for Law Enforcement Act forcing every telecom company in America to build surveillance backdoors into their networks. In 2006 the FCC expanded that mandate to broadband internet. The FCC had statutory authority to enforce security provisions on those systems and never did across multiple administrations because telecom companies lobbied against it. In 2024 Chinese state hackers from Salt Typhoon compromised nine major US telecom companies including Verizon AT&T and T-Mobile by exploiting those exact government-mandated lawful intercept systems accessing the contents of phone calls from political targets. This was predictable because it already happened in 2005 when attackers exploited lawful intercept systems on Vodafone Greece to tap the Prime Minister and over 100 officials for months and the engineer who discovered it was found dead. On March 23 2026 the FCC responded to these breaches by adding every foreign-made consumer router to its Covered List banning new models from import and sale. Volt Typhoon compromised Cisco and Netgear equipment using known unpatched vulnerabilities. Flax Typhoon built a 260000 device botnet using 70 published CVEs. Every major attack came through American-made equipment and government-mandated backdoors not secret Chinese hardware. Not a single consumer router is manufactured in the United States. The conditional approval process gives companies 18 months but facility construction takes 15 to 40 months. FCC Chairman Brendan Carr worked at Wiley Rein representing AT&T and Verizon then in November 2025 rescinded the cybersecurity rules created after Salt Typhoon before banning foreign routers four months later citing the same attack. The telecom sector spent 585.7 million on lobbying in 2024.
